Resolve disagreements about 1) research design by suspending disbelief so that everyone can pursue highest priority concern, 2) data analysis tools by joint fact finding & deciding key criteria for assessing likely value of each method, 3) limitations on inference drawing by using minority report to discuss best efforts re missing data or anomalies, 4) moving from is to ought (ie formulating recommendations) by linking findings to recommendations & inviting challenge from others. Consensus building requires well-establish negotiation guidelines & skilled neutral facilitation.
