What constitutes the practice of medicine? It is fundamentally a relatinship between physician/licensed practioners and patient. The former are the decision makers and attempt to do what is best for the patient. Are legislative, judicial and management bodies practicing medicine by imposing their will and decisions on practitoners? Do their decisions interfere with the practice of medicine? Should their ability to make these descisions be supported or opposed? Are they practicing medicine without formal training and licensure and are their decisions in the best inerest of patients?
